DWA 9.7 Installer Java InvocationTargetException

I am having problems running the DOORS Web Access 9.7 installer on Windows

I run an Administrator CMD

Navigate to the installer folder

Run the installer

I get:-

Invocation of this Java Application has caused an InvocationTargetException. This application will now exit. (LAX)

Has anybody got the DWA installer to run OK on Windows?
